Passive House is a path to Net Zero. Starting by creating a better built building reduces the amount of energy you need making Net Zero easier to achieve (while also creating a healthy building). There are some that have been so successful with this strategy that they are creating net positive buildings.
In NYC our roof area is limited by not only the width of our lots (often between 16 and 25 feet), but also the requirement for a 6 foot fire access path (unless you do a solar canopy). Passive House is essential to getting even close to Net Zero.
There are others on this platform that can answer question in more detail, but I hope this was helpful.
