I have an existing masonry building without any insulation in it at all. Can it be upgraded to the Passive House standard and if so, what insulation would you recommend?

The short answer is yes you can. 

What you would need to figure out is whether you can/want to add the insulation on the outside or inside, or both first and foremost it would be a code and space issue- where can you add insulation.

 You would then be able evaluate various other parameters about the insulation, feasibility, would it transfer moisture or not (there are advantages and disadvantages to both) cost, thickness etc.
